Mr. Arup Patnaik, IPS (RETD)

Former DGP Maharashtra and Former Commissioner of Mumbai

Shri Arup Patnaik was born on 08.09.1955 at Bhubaneshwar, Orissa. He passed his Indian School Certificate Examination from Mayo College, Ajmer, in 1971. He is a recipient of “National Science Talent Search Scholarship’, awarded by the N.C.E.R.T., in 1972. In 1975, he graduated from Delhi University with Hons., in Chemistry. He later completed his L.L.B. from Bombay University. In 1976, he joined the State Bank of India, as a Probationary Officer.

He joined the I.P.S. in 1979 and was posted as probationary Asst.Supdt. of Police, Nasik (1981-1982), Suptd. of Police Latur from 1983- 1986, DCP Nagpur City from 1986-1988, Suptd. of Police, Jalgaon, from 1988-1991. In Mumbai City, he was DCP Zone VII from March 1991 till March 1994. His role in the infamous Lokhandwalla shootout and his professional handling of the communal riots of 1992-93, brought him accolades from all quarters. Shri Patnaik went on deputation to the Central Bureau of Investigation, Govt. of India in March 1994 and was assigned the critical charge of supervising investigations into the multi-crore security scam which rocked the country in 1992. As D.I.G., C.B.I., he headed the Bank Security & Fraud Cell, a Central Unit of the CBI, which was concerned with the investigation into complicated Mega Bank scam cases.

Shri Patnaik held the important charge of Additional Commissioner of Police, South Mumbai, during the period 1999-2001 and was assigned to supervise the Police arrangements pertaining to U.S. President, Bill Clinton’s visit to Mumbai. Critical areas such as Dongri, Nagpada, Byculla etc.where underworld elements like Dawood Ibrahim, Arun Gawli etc. had their base and posh areas like Malabar Hill, Marine Drive, Nariman Point, Mantralaya etc. fell under his charge.
